Except as provided in the plumbing code of the city currently in effect and Chapter 13.20 of the Municipal Code, and as permitted by the Public Works Director, no person shall construct or maintain any privy, privy vault, septic tank, cesspool or other facility, adapted or used for the disposal of wastewater.
