This chapter applies to all territory within and 1 mile outside the city limits. If another legal entity regulates the intent of this chapter outside city limits but within 1 mile of city limits, the city has the option of sanctioning regulation outside city limits to the government entity. The city shall regulate all onsite wastewater systems within the city limits.
