No person shall discharge or cause to be discharged, substances as defined under § 13.16.210 into an on-site wastewater system. The Public Works Director’s designee or a city approved observer shall notify the Public Works Director of any observation of violation and the owner is subject to the penalty provisions of Chapter 1.12.
