This chapter shall not be construed as imposing upon the city or county any liability or responsibility resulting from any defective portion of an onsite domestic wastewater disposal system, or the installation thereof. Nor shall the city or county or their employees be held as assuming any liability or responsibility by reason of authorized observation.
