In plants processing fruits, vegetables and similar produce, screens shall be provided when, in the opinion of the Director, they are necessary to reduce the concentration of industrial wastes to acceptable levels. Screens shall be of a type and capacity approved by the Director and shall be located so as to be readily and easily accessible for cleaning and inspection. Failure by the owner to properly clean and maintain these units shall be considered sufficient cause for the Director to disconnect the industrial user from the facilities, to direct that the discharge of wastewater to the wastewater facilities be discontinued, or to take enforcement or punitive actions as provided for in this chapter.
