The Public Works Director and other duly authorized employees of the city bearing proper credentials and identification shall be permitted to enter upon the property of all industrial users for the purpose of inspection, observation, measurement, sampling and testing to determine compliance with the provisions of this chapter or any other permits issued thereunder. The Public Works Director or duly authorized representative shall have the authority to examine and copy any and all records required to be maintained by industrial users for the purpose of determining compliance with this chapter.
