Any person who feels aggrieved by a decision of the Director made pursuant to Article III may file an appeal with the Utility Board of Appeals on the terms and conditions hereinafter specified. The Utility Board of Appeals may be the Common Council sitting as such Board, or the Common Council may designate another entity or may appoint individuals to sit as such Board. The Board shall have the power to adopt, amend or modify any order or determination made by the Public Works Director under Article III.
