A. All sewer use charges, meter fees, connection fees, sewer tapping fees, and other fees directly related to the city wastewater system and paid to the city shall be deposited into the wastewater enterprise fund. This collective funding shall be used for the purposes of providing funds for payment of wastewater system bonds; constructing and completing wastewater system improvements; operating, maintaining, and repairing the city’s wastewater system; and all other expenses directly related to the wastewater system.

B. A portion of the wastewater system funds collected shall be spent on construction for wastewater system replacement, improvement, and expansion/economic development type projects as defined in § 13.04.010.
