The sewer use billing shall be monthly, and the rates for any and all charges the city shall make under this chapter shall be set by resolution of the Common Council. The sewer use bill shall be submitted with the monthly utility bill, and the provisions of §§ 13.08.450 and 13.08.480 shall apply. Rates shall be applied based upon the rate in effect on the billing date, not usage date.
